Can anyone help me identify the following two quotations?

>From a poem by Pablo Neruda, possibly the opening lines:

Perdon si les digo unas locuras, en esta dulce tarde de febrero
Y si te va el corazon caminando...

The person on whose behalf I'm asking this believes that the poem is about
imperialism and mentions Lyndon Johnson.


>From a poem by the Puerto Rican poet Julia de Burgos:

Somos la vida, la fuerza, la mujur...
