10.0490 quoting URLs

FWIW, I *believe* the accepted spec is to enclose URLs in angle brackets.
On the Mac, the popular InternetConfig extension (and its accompanying
IceTe) will correctly interpret the brackets- I assume Eudora does as
well.
So the example becomes <http://www.maa.org/t_andl/>. The period doesn't
matter as it falls outside the brackets.
